The controller asked the pilot what approach he would like to use to get into KMYF. The weather at the time of the accident included an AIRMET active for IFR conditions with ceilings below 1,000 feet and visibility less than 3 miles due to fog and mist. As per procedure, the pilot switched frequencies to continue the approach.

ICAO minima for circling approaches is much higher than that stipulated in the FARs so consider higher weather minima.

A NOTAM closing Alton Bay was still active until 7:00 am that morning. As expected, the NOTAM closing the ice runway did expire and no new notification replaced it. Weather conditions on Groundhog Day were better than the week prior, characterized by a high ceiling and no thin screen of clouds hiding the ground from view.

No wonder I got bounced around so much on final approach this morning , I thought. With one final look at Put-In-Bay's refuge harbor, my stomach rumbled and I left the observation deck in search of lunch. Features on the floor and ceiling matched perfectly, adding plausible support to the split that had occurred.
