As Philippe explained in the comments of my initial piece: Im typed in the CRJ and Ill have to correct myself regarding my last comment, as Ive just read it up in the OM-B: While only RAs are inhibited below 1000, TAs are inhibited below 400 in descent (and 600 in climb). The tower controller cleared a jet for departure from runway 01.
