The DHC-8, which had been tasked to transport supplies to Niigata in response to the Noto Peninsula earthquake occurring the previous day, had entered the runway at Haneda Airport as the JAL A350 was on final approach. The tail of the aircraft struck the ground and impacted a fence before it got airborne.
